    Just a few comments:

    Officially, there is no position known as Maintenance Overseer.

    The main five are

    PO

    Secretary

    Service Overseer

    Watchtower Study Overseer (has that been officially changed?)

    Theocratic Ministry School Overseer

    and add generic

    Congregation Book Study Overseer.

    As to approval of larger capital and maintenance expenditure approvals: only if paid out of an existing maintenance fund held by one or more congregations sharing one building. Many congregations vote to put a sum into it on a monthly basis, then there is no need to make a resolution each month for maintenance expenditures.

    but...............extensive remodeling and replacement costs have to be resubmitted to the congregation for approval. I know there are congregation elders that think differently but this is the input I have had from many elders and accounts servants in the last few years. A BOE can manipulate and shove through a resolution though and lie about the details.

    Where do special pioneers fit into this chart? I understand they report directly to headquarters or is it to the CO/DO now?

    All of this comes from sources such as you. Are you able to provide me with formal documents? I really want to be correct. I will carefully consider your help and amend the diagram appropriately.

    Another question I had related to the reporting system of the Hospital Liaison Committee. Do they have a direct link into HQ that bypasses parts of the system?

    I think a serious issue is the line of legal responsibility for actions such as enforcing the "blood" doctrine and their manner of handling disfellowshipping and shunning. Who in the organization carries the responsibility? Are all down the chain personally responsible, like the managers of any corporation?

    MaintenanceandRenovation: When the operating committee feels that something major is needed in connection with the Kingdom Hall’s operation or maintenance, the committee refers the matter to the bodies of elders for direction. If it is determined that extensive maintenance or renovation will be necessary or that help will be needed from outside the congregation(s) meeting at that Kingdom Hall, the elders contact the Regional Building Committee. These qualified, experienced brothers provide helpful suggestions and oversight in directing the work. If a major expense is involved, it will be necessary to obtain accurate cost estimates and prepare a resolution for congregation approval.—See the February 1994 OurKingdomMinistry Question Box.

    What procedure should be followed when presenting resolutions to the congregation?A resolution is required when a decision must be made about important matters such as purchasing property, remodeling or building a Kingdom Hall, sending special contributions to the Society, or caring for the circuit overseer’s expenses. It is usually best to present a resolution for approval each time congregation funds are dispensed.
    As an exception, the congregation might resolve once to contribute a specific amount each month to the Society in addition to what each individual is contributing toward the worldwide preaching work already. Also, normal Kingdom Hall operating expenses, such as utilities and cleaning supplies, do not require a resolution.
    When a need becomes evident, the body of elders should discuss the matter thoroughly. If the majority are in agreement that something needs to be done, one of the elders, perhaps a member of the Congregation Service Committee, should prepare a written resolution for presentation at the Service Meeting.
    The elder acting as chairman should briefly but clearly explain the need that exists and what the body of elders recommends to care for it. The congregation is then given opportunity to ask pertinent questions. If the matter is complicated, it may be best to delay the vote until the next Service Meeting to give everyone time to think about it. The actual vote is taken by a show of hands.
    Voting on the resolution is limited to dedicated and baptized members of the congregation unless legal requirements direct otherwise, as may be the case when corporation matters or Kingdom Hall loans are involved. It would not be appropriate for visitors from other congregations to participate.
    After the resolution has been approved, it should be dated, signed, and placed in the congregation file.

    Supreme Blondie,

    Your information made me take stock of where I was going, and I saw that I was making it too specific and prescriptive. I want to produce a chart that helps us understand the organization. I do not want to produce a chart that helps its operation.

    I would appreciate your comments and advice on my amended chart.

    Doug, did you figure out where the special pioneers fit into the picture? Nice and clean chart, clears out the editorial remarks.

    I have no idea about "Special" Pioneers. Is there anyone "out there" who can help me?

    The information on the organization chart does not come from any first-hand knowledge but from reading and from people telling me. I have never been a JW.

    Just as when I write, I create drawings to see if they help me understand. The discipline of writing forces analytical thinking and helps remove the fat. Similarly with drawing, but they also ensure that I and my reader have the same final image, which can never be guaranteed with pure writing.

    Having been a trainer (since 1966) in the electronics and telecommunications industries has helped me visualize an audience and empathize with them. However, my current recognition of the force of drawings did not come until I worked for 11 years as a soldering trainer in a Japanese-owned electronics manufacturing environment. The Japanese were using pictures to explain even esoteric matters such as Vision and Direction. I do not know if their visual writing causes them to behave like this.

    Again, if anyone can help me with the "Special Pioneers", I will be most grateful.

    Special pioneers are appointed directly by the WTS and usually work under the direction of the CO. They receive a monthly stipend from the WTS as well and are required to get 140 hours in every month. This leaves little time to get a secular job.

    Perhaps someone can scan this info from the "Organized to do Jehovah's Will" book which I don't have access to right now.

    Blondie,

    After reading the Section on "Pioneers" in the Branch Manual, I am of the view that the Special Pioneers are managed by the Service Department of the Branch.

    It is they who receive and record the Reports, which are numbered with the letter "S". It does make sense, given the responsibility assigned to a Special Pioneer.

    My thoughts are reflected in the changes I made to the role of the Branch in my Org Chart.

    Can someone tell me about "Missionaries". Are they a global version of Special Pioneers, which means they are "sent out" by the central organization?
