The thing that makes it seem weird is that the cross is protruding6 inches above his computer monitor. I don't understand the reason for turning your computer monitor into an altar. And I wonder if I were to display a pentagram would it be just as acceptable?
How do you feel about people who wear their religion on their sleeve?

well, I guess that would depend on whether the pentagram was a personal expression of something that you believe in and has personal meaning for you? If it were, then no, I don't think it should be looked at any differently. But if you put it up just to rankle him, then that definitely points to a poor motive to do it. Does that make sense? Maybe that particular cross has special meaning to him and that is the only place he thought he could put it. Plus, if it didn't extend 6" above his monitor, it would extend 6" into the screen space and he wouldn't be able to see part of his screen. Maybe he is AA and that cross the reminder not to go on a bender after work if he has a bad day? One never knows!
It is not that I don't understand where you are coming from, it is just that you didn't point to any of his actions indicating that he looks down on anyone, or has an ulterior motive for having it, it is just that he happens to prominently display objects of his faith at his workstation .

I understand the cross, because I'm a Christian. But you can bet your sweet buns that if someone was to display a pentagram...that the rules of that office would change.
In my office this was the case. We had a witch and a warlock (they openly practiced wiccan and witch craft) wore their pentagram jewelry and some Christian clients and the office staff complained. (Which I think was very unfair...I really believe you have a constitutional right to worship how you chose) So there was a policy that not displays of religion could be worn or displayed in the office period.
But the to answer your questions. I was raised a JW and left become Agnostic and now I consider myself a Christian. So I believe you should be comfortable to express yourself and display your belief if you chose. Everyone should try to learn to be more tolerant of different views. But I know most ....especially Christians are not.

Why should it rankle him?
My desk is in an out of the way place he would have to make a concerted effort to go my desk. Where as his desk right next to the path to the breakroom and restroom.
I'm not offended by the cross. I don't choose to wear one even though I am christian. I have friends there that have crosses on their desk. They don't put theirs on top of their monitor so that their monitor stands out from among a sea of monitors.
