  I like the mandatory volunteering idea!

  As for your question, I guess I think I would ban war no matter what. Somebody has to. I would like to be the fool to start the trend.

  Step 1: Improve international relations. Share food, medical knowledge, etc. to gain the trust of every nation on earth.
  
  Step 2: Increase research on anti nuclear devices. "Star Wars" or whatever you wanna call it. Whatever stops nukes from landing on our heads.
  
  Step 3: Dismantling Nuclear devices in our posession, cutting the defense budget(Hopefully won't bite me in the butt :P )
  
  Step 4: Share anti nuclear technology with ALL nations. Encourage use of UN.
