Not officially, to my knowledge but certain posters that used to be here were not too happy over management and decided to do their own shunning.
Min, I am having flashbacks, posts about getting ticketed for speeding, topics being closed by mods.......

Thanks, ql and f2t. But they ate me. And I didn't even get a chance to cash the check for 1 million dollars that I got from James Randi. Para has a great sense of humour.

I have a 16-year-old Siamese mix who howls like the end of the world is coming - but only at night. Only at night...and she's completely healthy and will probably live to be 20.

I'd say swarming is much more common here than shunning. That is, the board descends on an unwary poster with a swarm of comments.
Threads die here all the time. Is it shunning or simple lack of interest? I've had a lot of my threads die a premature death.

I don't believe that there is any organized shunning on this board. People that get into heated debates or set each other off might decide not to respond to each other, but in general, shunning en masse does not happen.
What can happen is people can get banned. This happens when the staff repeatedly warn a poster, and the poster continues to do the infraction. Usually it happens when people break major rules like trolling, putting porn up, or something that is intended to ruin the forum. (Those rules usually can get you banned from any forum where you violate them). At that point, it is solely up to the administration to decide when, if ever, to allow the person back on. And at any time, anyone is free to set up another forum and let other members on that one.

I'm guessing that we learned the answer this week.
