Think of your own experience. Did you respond to a billboard outside a kingdom hall? Would you have? I think you'd have thought they're deluded and it would have strengthened your resolve not to miss any more meetings, so that these crazy apostates can't get to you.
My conclusion is that everybody moves at their own pace, and many are very happy right where they are. Leave them alone and focus on yourself. How can you make your own life better? The best revenge on anybody who shuns and hurts you is to get happier all the time. It's also the best indirect anti-witness.
