You already know the answer. Borg training taught elders to concentrate on the ones with
actual potential, and to give that (token) once or twice a year obligatory call upon inactive ones that
don't have much potential. The elders waiting for the C.O. visit to call upon you- this allows
them to prove to him that they are trying to reach you, and gives them something to do
after their full lunch at some pioneer's home, rather than more door-to-door with the rank-and-file
or return visits driving around in the heat or cold. They are actually looking for an EASY
afternoon with a person who will be friendly and serve them lemonade or coffee.
To be fair, the elders might really be concerned about you, and have tired of making efforts to
do more for you, so they make a special effort during the C.O. visit. This along with the
lemonade or coffee or avoiding unproductive door-to-door work- that can explain it.
