By "it" in the above, I assume you mean the WTBTS, and we could probably argue for days about whether it's actually anything meaningful other than a book-publishing and real estate investment company, but that's not my point.

I suspect that if you sent a letter addressed simply to the City of New York and the subject was changing a traffic signal, it would eventually find its way to the people in charge of changing traffic signals. Granted, it would be better if you knew the specific department name, or even the name of a person in authority. But in most organizations, business or otherwise, someone opens the mail and has instructions as to where different kinds of mail are supposed to be delivered. Now, we know that the WTBTS monitors this board because they react to stuff that happens here (such as withdrawing from their adulterous relationship with the UN after it was brought to light, primarily here). So, assuming that whoever is reading this is actually interested in improving the lives of the rank and file, I'm sure they have a way of forwarding it to the people who have the authority to do something about it.
Or, to put it another way, just addressing a letter to the City of New York with a request about a traffic signal is not a guarantee that it won't be read and acted upon.
