Ok, techie here.
Right what happens with windows and dvd region codes is that after changing your region code 5 times windows will "lock" the Dvd drive into the last used regional area.
It does this by altering the Firmware on the actual dvd drive. So even if you were to completly reformat your hard drive and re-install windows again the dvd drive would still be set at the last used region code.
There are ways around it though, if your dvd drive is a popular one then you maybe able to find a rewritten dvd region free firmware to flash your dvd drive with. Failing that you can go the software route and download a program called DVD Region+CSS Free
