Among other details, it was good to see in this MSNBC article details about the Watchtower's "Child Abuse Telememo" forms.
That was perhaps the best part. Indicates it's not so "rare" after all.

thank you for pointing this out, I rated the article and I think its important it gets as many rates as possible.
I was appalled that there was an actual form for dealing with this, and even more appalled that in states with reporting rules elders were advised to make an anonymous report from a public telephone box!!! Words fail me.

Yes, he being the superior authority, has given indivdual states the power to decide. So they are just doing what Jehovah wants.
