    BIDEN: Yes, I do. I want to stand by that comment I made. The reason I made the comment was as a warning. ... I got together and brought a group of constitutional scholars together to write a piece that I'm going to deliver to the whole United States Senate, pointing out the president has no constitutional authority to take this nation to war against a country of 70 million people, unless we're attacked or unless there is proof that we are about to be attacked. And if he does--if he does--I would move to impeach him. The House obviously has to do that, but I would lead an effort to impeach him.

    Sadly, it seems we've reached the point where the Constitution is no longer relevant on matters of a president's war-making powers. Presidents, the Congress and the courts have made going to war, once a serious constitutional issue, and a purely political question.

    As a result, in the last half century, the war powers clause of the Constitution has become a nullity, if not a quaint relic. While conservatives often insist on following the letter of the Constitution on most issues, on matters of war they ignore it.

    That's a disgrace, because the Framers of the Constitution carefully laid out the decision-making process for war. Pursuant to the document, war is a decision to be made exclusively by the representatives of the people -- the Congress. Only Congress is authorized to declare war, raise and support armies, provide and maintain a navy, and make the rules for these armed forces. There is nothing vague or unclear about the language in Article I, ยค 8, clauses 11-16.

    I'm disgusted with the entire congress of the U.S. for not impeaching these two long ago for lying us into a war that has cost so many lives, ruined so many others and destroyed our relations with other nations who used to be our friends. Why have they not acted? Is it because they feel guilty themselves for having rubber-stamped it? Then they should impeach them and then have the decency not to ever seek office again. Those two should be in jail for a very long time. If you cut Cheney's head off smoke would come out.

    Dawg, you have to solicit repsonses from the illegals, they all must think G. Bush is going a good job, look he lets those guarding our borders be arrested and imprisoned for doing their jobs, he quivers ahd shakes over giving the illegals every break he can. I'm quite sure they will all agree that he has done a good job.

    As for Joe Biden, his making statements like that just goes to show how stupid he can really be, is he now in charge of the House of Reps., not the last i heard, and it takes the house to start an impeachment. oH by the way Joe you have to have legal grounds.
