I used to get so tired of being asked" Do you have any time to report BROTHER?"These people just love numbers and statistics. It's been that way as long as I can remember.
This is a "loving reminder" of the many precious gifts such as expanded time counting delivered to us thru the faithfull and discreet slave. We truly are a blessed people.
I can remember it like that back in the Suffer Forever/Disunited in Worship era too. You had to complete those two books. People were not fully in until they completed both books (though they could get disfellowshipped any time from baptism on). People were urged to get baptized before they got into the Disunited book (though I have been on a study that was in that book and not yet baptized).
That was put on hold when the [False] Knowledge book came out in 1995. Then, that book was supposed to take the place of both the Suffer Forever and Disunited books. It was a way to go from cold call to baptized within 6 months or less, with no additional books to finish. Other books could be studied as long as they were current and from the Witchtower Society, but that was strictly optional and hence the time could not be counted. For that reason, it was rare to see people study more than one book during the [False] Knowledge era.
Then the Bible Watchtower Teach book came out. I guess they now have recommendations about going through a second book. If that is the case, since the Watchtower Society once again officially recommends it, they allow the time to be counted. It is their way to encourage people to go through that second book. The article in the Kingdumb Misery was provided to clarify the issue, since they didn't officially encourage people to study a second book in the [False] Knowledge era.

when i studied to be a JW (Sept2006-Feb2007----got baptized March2007) i studied out of the "What does the Bible really teach" book. my conductor would give me hundreds of old magazines and would drag our 1 hour study out to 4 hours....just yapping away!!! i finally figured out what she was doing.....so when she suggested i go into the second publication i said no i am ready to be baptized so you can't take advantage of me in order to increase your time and magazine count. too bad i didnt spend all that time reading the bible myself i wouldnt be in all this mess!!!! the mandatory second publication is prolly to help the pioneers get their 60 hours a month without too much exertion.....
