The average jw knows that he/she does not have to have a Bible study to get into the "new system." Few parents study with their children. Few actually make return visits or give them to the pioneers. They don't want to be tied down to a weekly study, having to prepare, and having to take time out of another evening or weekend.
The PO said that in the last 10 years, except for the children of jws, no one had come into the congregation from the outside.
The coming new study WT has an article trying to teach jws how to have studies and to "encourage" them to do so. But there is not motivation. Even if a jw never brings in a person, he/she will have everlasting life.
