The only reference I can find to this term is regarding the movie "Bikini Witness". The blurb says: "Four young women while enjoying a day at the beach unwittingly become witness to a brutal murder... thus becoming bikini witnesses. Bikini Witness stars Tonya Qualls, Lisa Comshaw and Katjia Sandberg in this erotic cult hit."
Sounds like some seriously good cinema... :-P

Maybe a bikini witness is one who's barely there. As in doesn't show up much during the trial.

I thought it meant that JWs were sending their women out onto the beaches in Florida and handing out tracts in their bikinis and all the guys grabbed the tracts and really read them for once resulting in a huge increase of males into the organization

I used to live in PCB, Florida. There were definitely bikini witnesses. And occasional reports of bikini-less witnesses, but I was never around to know from first hand experience.
