No, the video is constant....it isn't rigged.
I worked it out.
Watch the leg go round the way you can see it naturally. Work out when the leg is closest to you and when it is furthest away (the foot on the floor obscures it when it is furthest away). Pause the vid when the leg is closest to you.... then imagine the leg as not being closest but furthest away.....if you change perspective this way she will appear to move in the other direction.

Thanks for this, i haven't seen it before. I can only see it clockwise. I was good at maths so always thought I use the left side of my brain. However, I have just done this and other tests and for the first time found out I very much use the right side of my brain. It explains a lot, and I wish I had known years ago.
