I know I always carried one with me. And there were a lot fewer immigrants who didn't have any grasp of English. I know I have been out since '85 but I would think would be a "encouragement" to carry with them to use on a first visit before the address would be passed on to someone else.
I was 16 when that book came out. I do remember it. I look at it now and I see the buzz words.
