At my KH wedding, my inactive brother was not allowed to be in my wedding.......but then my family was full of elder-nazi's at the time.

I got married in 72 in the hall by the circuit servant who was also a member of the remenant. Earl V. Singer.
I had my 4 worldly boyfriends standing up in my wedding. Plus they were seating people and acting like attendents in the hall.
I never thought about it until now.
My brother and brother in law who were witnesses were also in the wedding.
Things were different back then.

A situation like that is entirely up to the Service Committee (PO, Secretary, Svc Overseer) of the local congregation.
If they are mellow & liberal, they might let it slide.
If they have a large stick up their collective heinies, they may say "no".
Your friend will have to ask them for "permission" to use the KH first - wait to see how they respond.
