Seems to me that it was indirectly, with this:
4. New procedure: Time will now only be turned in to the CBSO in each respective book study. The CBSO will be responsible to check with each member of his book study and make sure they have time for that month. The CBSO then turns the time into the SEC who will tabulate before the sixth of the month and send it to the Society.
This is an obvious way to increase the level of control and pressure upon the rank and file. If you don't get time in any month, you will now have to tell your book study "overseer" to his face, with all the emotional guilt and pressure that entails. This may have a fairly significant impact upon the numbers reporting, since publishers who would otherwise not have reported will now do (or fake) the token hour to get a report. It will be interesting to see if the average publisher figures go up, and to measure the average number of hours per publisher for those periods.
