I personally have bid on such projects (however, mine was definitely a M$ aerospace defense job; shame on me - not for a minute: I'm proud of it and will do it again; BTW, read my profile for proof that I never was a JW) and recognize exactly what is happening from both the JW side and the government contracting side.
