There comes a point where you do not have the resources to take care of another animal. That happens when you do not have the time or space required to properly take care of it or if you do not have the money needed to maintain it. However, if you own a house, it rarely happens when you only have two of them. As long as you can properly take care of all the animals, it really is none of anyone else's business.
If, however, you have more animals than you can take proper care of, the government will eventually step in. I have heard of stories where owners fail to take basic care of animals, often ridiculous numbers of them, and get criminal charges of animal cruelty (plus lose the animals). Short of that (and it doesn't sound like it's even getting close with a second dog), they should just mind their own damn businesses and stop forcing you to take dog care money and time away for field circus, which is the real cruelty (to humans, at that).
