It has not happened yet.
There are just too many rumors (even among active JWs) for it not to be true.
i expect it will be announced before the end of the year.

this rumour is floating around JW land too, not just apostate sites. I heard it is going to happen from an elder but nothing as of yet. Maybe I am being lured into a trap!

I did a little FakeService this morning with some visiting pioneers and they were all giggly and giddy because their COTBOE told them it will be announced in December.....
Of course only time will tell.......

It's also possible that several witnesses read it here or elsewhere on the net. But the future will show if it is so. Last change was not as big a change as they like us to believe since 90 hours was based on 1000 hours a year and the 70 hours was just that 70x12=840 that was only about 13 hours less then the previous 90 and not 20 hours as they liked us to believe.
