Technically WMA is better at lower bitrates, but I would go with MP3. It is the most universal format. Personally I encode all my CDs at 320kbps (the highest) and it sounds just like the original CD.

mp3 is more common and I agree with LeavingWT; encode at 160.
Why not use iTunes to rip your CDs?
