Because their Boss is a cruel, wicked Tyrant that orders them to cause so much trouble for mankind. And they are afraid of disobeying, lest they be destroyed.
On the other hand, demons are cool. They seek to liberate mankind against that Almighty Lowlife Scumbag Tyrant that rules the other angels. Notably, Jesus also sought to pop mankind free from God.
