well these images are certainly different from those in the Revelation book, and I can assure you there is no connection of the "wheels in wheels" to dispensations!
I am surprised to see this illustration, is this from studies in the scriptures vol-7?
Russel just could not get away from everything relating to his rediculous "dispensations" the same way Franz & Jaracz cant get away from everything relating to the 144k....

If you will look in the Revelation "grand Climax" book,page 219, you will see very clearly the eyeballs again in the feathers of some kind of lion-faced angel passing out the bowls of wrath.
and I can assure you there is no connection of the "wheels in wheels" to dispensations!
If you will look in the Watchtower magazine for July 1, 2007 page 12 under the heading "Jehovah's word is alive: Highlights from the book of Ezekiel-I" you will see another very similar pic of EYES in the wheels within wheels. It is even more detailed eyeballs than what is in the above illustration.
Personally, I see this as a very clear give-away that there is a connection with the eye in the pyramid and that WT plays a part in this.
