There is a great one put up every year in the Nevada desert. It is called Black Rock City, for people celebrating Burning Man. People have to live somewhere and it is a decent thing to make allowance for it.

Instead of keeping these people outside in the elements, why not put them in one of those BIG-BOX Warehouse Stores that have been closing recently. There are already Restroom and Kitchen facilities in place. It wouldn't look as bad, might be a little more neighbor hood friendly, it would be easier to control what goes in and out and it would give thes people a physical address. Homeless does not mean Helpless.

The place shouldn't be great..or more people would want to be there. I have never understood how people in subsidized housing can afford cable (with 4 digital boxes) or satellite. Make such places safe and temporary but not a place to live for generations. Three generations in the projects is ridiculous. Public Housing for able bodied people should not be a lifestyle.
I understand what you are saying, but jeez, this probably is somes ONLY form of entertainment.

In Costa Rica, if someone owns land and doesn't watch it, squatters can lay claim to the areas they squat it and they are legally entitled after only a few months. It is the same in Venezuela where my wife is from. There are whole towns that sprout up this way. I guess if you own so much land that you can't watch it all or make it productive......

San Francisco has a rather interesting phenomenon. If you end up on Market St. around dusk, you have chess tables up and down for like a mile. All these homeless folks playing chess and hanging out. If you come back around 10+, it's all gone, and you can see shopping carts and bodies all over. During the daytime, it's all business people in suits. I haven't been around at each transformation, keep wondering how it all happens.

PS, San Francisco has to be the most wonderful city in the USA.
Also, I would probably support, if done in a thoughtful way that minimized detriment to both homeless and homeowner.

Very ambivalent about this idea. Many (not all) homeles people are homeless because of drug and alcohol addictions. Unless some kind of treatment is available for the addictions, tent cities are little better than refugee camps. Addicts are not reliable employees, so work programs would pobably not help them "get back on their feet."
Tent cities may provide temporary shelter, but they don't address the causes of homelessness. They're a stopgap measure at best; a festering center of crime and addiction at worst.
