    If I were in a position to implement a new system or order of things, then that in itself would be Government. However, going along with your question, if tomorrow we woke up and there were no governments nor religions, people would begin forming new groups based on philosophical and ideological similarities, imo. Humans tend to need a pack and have a proclivity to congregate in "tribes".

    I do, however, like the concept of every man "under his own vine and fig tree". I also see things a bit differently in the archetypal story of The Tower of Babel. The usual interpretation is that God did not want Man to advance to His level, so therefore confused their language so they would have to disband. I think the story's metaphorical meaning, however, is that man needs diversity and dispersion to evolve fully and timely. It is the push and pull of differences that move us forward and enable humans to "work out" their evolution.

    Warlord controlled Somalia is a good example. Pirates make a good living. Also, it is preferable to rob from others, rather than expend effort to raise crops only to have bandits rob you of your food anyway. So anarchy will be the normal state of things in that case, I believe.

    System - : a coordinated body of methods or a scheme or plan of procedure; organizational scheme (dictionary.com)

    Perhaps with a start in technology. In particular; nanotechnology. If it has enough benefits, people may WANT to be part of it.
