If the proposal is passed, it might not be enforced anyway.
If the UN did it, it would only be a resolution anyway - anyone would be free to ignore it, as many countries do with many other resolutions.
Here in the UK it is illegal to incite religious hatred

As far as I know, it is up to each country to pass their own laws. Now, if this became worldwide, there would be big trouble.
You see, offending people based on religion is unavoidable, unless there is one clear truth. You have Christians that are offended by Muslim beliefs. Muslims are offended by Christian beliefs. You subscribe to one, you automatically offend the other side. And you have those who see through it all, and go atheist or believe that God is wicked--more truthful, but it offends both sides. And, both sides offend atheists and people in minor religions by insisting that everyone must take their side.
The only way you are going to have zero offending of people based on religious beliefs is to have someone prove, scientifically, one way or another. Anyone that can scientifically prove that there is no God, and then get everyone to listen, is going to solve something like 90% of the world's problems. Or, anyone that can definitively prove that there is a God, and prove with science what He requires and what the consequences would be. If you still have a core of people that insist on throwing out this scientific research so they can continue making profits off the masses, that will continue the trend of insulting, offending, and even harassing those who see the truth but are oppressed by the group(s) that want the money (and will control political offices, so the truth cannot survive).
Otherwise, they are going to have to put spyware in every single computer in the world, or monitor every server in the world, and go after anyone that posts dissident material on any web site. A few 25 year to life sentences for people that simply post "I believe there is no God" or "I believe God is an Almighty Lowlife Scumbag", true as it is, will show people not to believe the real truth or search for it. And then religion will have started the Second Dark Ages.
I wonder when atheists and Devil worshipers have started the whole world into a Dark Ages.

It's a non-binding resolution, so I'm not worried.
If anyone has anything to worry about, it's the Muslim countries that pushed it's passage. Their religious leaders are among the worst when it comes to criticizing non-Muslim religions.
