well, they certainly need to.
I don't think there is a whole functioning brain between the whole lot of the GB.

I think they have internal focus groups of sorts, (why pay?) and COs are used to gather quantitative survey-type information.
As for "thinking" in the sense of imagining alternative ways of doing things, strictly speaking the Governing Body are the only ones who are allowed to do that. But they do increasingly take counsel from lawyers as is evidenced by recent policy changes.

Along the line of this thread, and please forgive me if it seems that I am hijacking or anything, but the current president is not annointed if I am retaining some of the info i have read on previous threads? Does anyone know "the story" as to why this is? Perhaps he may have been considered a "think tank"? I am very sure that most witnesses are not aware of this fact being that the main man is not?

Yes they do.
Typically they will hire a consulting company. That company is typically a privately held shell company owned by brothers. They will then in turn hire a professional company or thinktank to "assist" them. The professional(real) consulting company is then brought in under non-disclosure agreement with the shell company. End result is that the consulting company is not paid by WTBTS.
