They told us that a circuit's spirituality can be measured by its contributions to Jehovah.
When people are not happy, they don't give. An oppressed people is an unhappy people. Controlling their personal contributions is one of the few powers the r&f have left.

my circuit overseer changes every 6 years or so. but i've noticed my DO changing quite a bit!

So that's why I am guessing that some of the foreign branches are really cutting down. It's because NY is supporting them, and they don't want to anymore.
