Yes, it's legal to leave tracts, flyers and other junk mail in mailboxes here in Canada. I depend on it, as it gives me plenty of paper to line Rocco's cage with. The watchtower's crap is useless to me though. It's too small and not very absorbant. (it's already saturated with shit)
