This is a great example of JW's using double speak to achieve their own ends...
Remember, the GB believes that they can lie when it comes to their dogma where bad publicity is concerned.
So its a personal decision... Only because one agrees to personally decide to agree with the GB upon baptism.
If a local elder says that, its because he is lying, or under instructions to lie. Nothings changed... Who shuns their parents for switching religions? No one outside of JW's... duh!

Yes, Hamsterbait. . .Every decision an individual makes is a personal choice.
I never understood why JWs have to be told and reminded over and over, verbally and in print, that "it's their personal choice/decision".

The WTS for legal purposes presents the following (perhaps others) as a "personal decision."
1) Taking a blood transfusion
2) Not joining the military
3) Shunning df'd or da'd jws (includes all jws not just family members)
Behind the scenes the WT has unwritten rules (or buried deeply in the WT publications or ones forbidden to the rank and file)
There was an study article where the WTS warned the rank and file not to say, the Society says, when answering questions about their beliefs.
