Unfortunately, this is something I put up with on a fairly regular basis. Puerto Ricans love to "share" their music with their neighbors. Actually, though, I live in one of the better areas. After sundown during the week it is quiet. Weekends are more noisy. Holiday weekends are the worst. I've gone to sleep sometimes with earplugs and padded headphones in an effort to block out the bass. I wish there was an over the counter medication that causes temporary deafness.

The last time I had three neighbors playing the same crummy pop radio station at once, I fired up my FM Transmitter, tuned it to that station, and played what I wanted to hear :)
Primative Dave, Thank goodness, despite the cuts in local services, the Police still take very seriously noise polution. It may take them a little longer to get out here, but they do the job.
We have a great police force!

Here in PR, no one would ever think to call the police about someone playing the stereo too loud.
Don't get me wrong, though. I fully realize that I don't have to be here. I have enjoyed living here. There are just some things that are considered "normal" here that really bug me.
I try to be considerate of other people, but there are those who exist in a world where everything revolves around themselves and other people don't matter.
