I don't think they mean to replace the truth with a lie when they say to "withhold the truth." I think they mean to just not say anything at all.
It seems that "telling the truth to elders" means full disclosure.

Can anyone give me an experience where confessing to the Elders did NOT make a situation worse?
When someone confesses, either the whole congregation will find out or the matter is not allowed to go away.
I would be real interested in an actual experience, not a quote or scriptural reason, of positive coming from being 'honest" with the elders.
