Instead of snapping the ball to the quarterback, the center snaps it to the running back who then either runs with it or sometimes throws a pass.

It doesn't get much more fundamental than wikipedia.
But, to condense it:
The strong safety plays on defense. He lines up behind the linebackers (http://en.wikipedia.org/wiki/Linebacker) usually opposite the offensive side's tight end (http://en.wikipedia.org/wiki/Tight_end), thus the "strong" side. He helps cover the run and watches for offensive players in motion (before the snap of the ball) who may go out for a pass.

I'm going to watch football with my nephew this weekend.
He gets irritated with me when I keep asking him about things like that.
Just this morning, a young man told me that Troy Polamalu (sp?) is a "strong safety."
I had no idea to what he was referring.
