Why do I say that? Because I have carefully looked over every picture and representation I can find of the so called paradise earth published in the last 30 years. There are people in all sorts of clothing from many cultures, American casual, African, Asian, hispanic, and others.
But I have not seen a single image that shows you kilt wearers will make it into the New System TM !

The kilt isn't worn day to day - only worn at weddings.
It could be argued that the Scots are represented by Jack Barr on the GB instead. A faithful witless would claim that that was more important.
I understand an upcoming Watchtower will portray Groundskeeper Willie sprucing up the lawns in Paradise. He's a study, you know.

Could be that the GB consider the Scots not wearing underpants immodest and a bad example
I think its because every other national dress is in their opinion extremely modest. The Kilt, on the other hand can get pulses racing and temperatures rising........there is nothing more handsome, manly or rugged, than a man in a tartan skirt. Everything else is acceptable for wearing 
to the meetings as its a moving picture of the paradise tract, ...but Scotland can be a windy place..........!
I reckon if the Scottish brothers were allowed to wear their national dress there would be no local needs talks on meeting attendance......there'd be a full house every time........x
