I remember a CO (Robert Bishop) who was terrified of the DO (Hartman). The DO was visiting our congregation to asses the CO. He tore him a new one (as well as all the local elders). I think they got along after a while, but it was fun to watch him sweat during his inquisition.

There is a PQR form (Personal Qualifications Report) that each level in the JW caste system fills out. It has all kinds of relative subjects to be judged on.
All Sub and Regular CO's, Missionaries, DO's and (I think) some Bethelites.
For the CO, every CO gets a work week with the DO once a year during the Circuit Assembly. The host congregation is chosen well in advance. During this visit, the DO will schedule time with both the CO and wife if married. Based on a variety of items, (as we all know, including the DO's personality and the reputation of the CO, yes, CO's have reputations at Brooklyn too) the DO will fill out this PQR form every year.
The Service Dept does have general categories for CO's and yeah, good speakers are noted, as well as good organizers, "loving" CO's, etc.

That's easy. The CO's wife.

Oh, believe you me. The C.O. has to answer for everything he does. I know they have a lot of personality in the way they police the congregations, but there are always elders that do not hesitate to call HQ or the D.O. if they don't like something the C.O. does. They totally have to kiss the WT's ass to keep this job. Sure, they may put a bunch of "beyond the instructions" stuff into their dictatorship, but it's a tightrope walk if they don't keep the elders believing it's for their own good. I have seen plenty of elders ignore the counsel from the C.O.. They said it was a "suggestion." These same elders probably would not get circuit and district talks, but many didn't care for that anyway. I saw plenty of other elders that would kiss the C.O.'s ass, but not all of them.
I have seen D.O. visits 3 times in 18 years to my local congregation. They always act as if they are not there to solve some problem or to lynch someone, but just to observe. They always wound up solving a problem or lynching someone. In my case, it was never the C.O. that was lynched, but it could have been.

I will never forget 1 word that man said to me because he made me, a domestic violence victim at the hands of a fellow JW, feel like a VICTIM all over again.
I had the very same experience, but it was at the hands of the elders, not the c.o. In cases such as these, I don't think it really matters who polices the c.o. The WB&TS won't give a damn about your complaints for two reasons:
1. because you're df'd
2. because the borg only supports those who completely submit themselves to the cult...period

I'm sure you had something worthwhile to say. So do I:
Look up the word "paragraph" in a dictionary. Follow instructions.
Maybe more people will read your stuff if you do that.
I know I won't until you do that. There is so much stuff to read in here and I simply read what is easier to read than your stuff right now.

Yes it is a combination of the service dept and the DO. If a body of elders wants to complain about the CO it goes to service.
As alluded to above; unless the CO goes against the organisation he is pretty safe. So if it is a matter of judgement then the service dept always backs the man with the "higher" position.
