YES!
When I lived in the former Soviet Union; if you saw a queue you joined it and bought what ever was available.
If you didn't want it, you could always sell it on at a premium.
Oranges, Bananas, Melons and many other commodities were always like that, often they were just dumped from a lorry outside a store and immediately sold by one of the store staff.
I never joined the long queue in Moscow to see Lenin in his tomb, too creepy!
