There was an interesting book published a few years back titled THE COMMISSAR VANISHES--The Falsification of Photographs and Art In Stalin's Russia by David King. Whenever Stalin would purge a member of the Communist Party leadership, their image would vanish from official photographs. The disappearance of Commissar Barber from the JW Supreme Soviet, I mean Governing Body photograph, caused me to wonder if he was purged and sent to the Watchtower Gulag.

Wow! LOOK AT Barber's White Shirt Ghost Reflection on both Table Tops!
If you look at the table top the reflection of Barber's white shirt and tie is still there, but the poor guy has been photoshoped out and replaced with another GB member.
Definitely a photoshop. They may have had many shots of the same sitting for the picture and chose one for the 2006 and another to photoshop for 2008.

Okay, enough of the conspiracy theories. It's all quite simple. It is so hard to get the evil emperors together, let alone smile, that they photoshop the existing photos into slightly different photos. Many of these guys cannot be off their oxygen for a photo while anyone strong enough for travel is jetting off to Hawaii or Europe at any given time.
These guys are either one-foot-in-the-grave or too busy for such nonsense. They are saving the world.
