He means those who are dead to HIM, meaning they've renounced God and Jesus. Living means you live your life through God and Jesus, and thus will have eternal life.

'I am the God of Abraham and God of Isaac and God of Jacob'? He is a God, not of the dead, but of the living.- I believe this one where you will have to leave all your jw teachings at the doorstep and open yourself up. Because it involves souls and the deep rooted jw belief that there is no soul. Abraham, Isaac and Jacob are quite alive and conscious with God, not just God carrying or holding a 'memory' of who they were to resurrect/clone them at a later date.
