Yes the office can be a cesspot of sexual opportunity. The WTS is really concerned with any Witnesses spending too much time fraternizing with the "worldly" at work? The worldly opposite sex will flirt and want to fornicate. Worldly work always invite Witnesses to bars, bowling, sporting events and other either bad locations or time consuming events. The world is a dangerous place according to the WTS.
Strangely, I found more bad happening in the congregation than from my place of work. Maybe the work place isn't that bad after all.

The most unusual portion of his talk was his emphasis on "office romeos" and the temptation of extramarital affairs at the workplace.
Since this issue was emphasized so greatly in that talk, makes me suspect this has been a relatively recent issue, possibly in some hub of a workplace. Makes me suspect, could it have been in Bethel? This can happen there too.
