The GB needed to come up with some sort of story on why the end that is just around the corner has not came yet. As already stated, many faithful jw have died. I remember visiting one couple where one was dying. She was told by her husband to just hang on because the paradise is very close. They have both passed away years ago.
1914 is getting farther and farther back and the WTS needs to buy time to keep the jw active in the ministry.
I say it's as simple as this: they're stalling for time. It's like a race where the pace car stays in first place and carries the finish line with it. That way, the end is always close, but you never quite get there, and who knows? You may even revisit the same places [doctrines] along the way...

It's like a perpetual "green-white-checkered" situation in NASCAR. The race is 500 miles but if there's a caution near the very end, they'll keep extending the race by finishing with a green-white-checkered flag to try to ensure a thrilling finish.
With NASCAR, they give it three tries and then finish anyway. With the WTS, the caution stays out and they never throw the green to get things started again. But sooner or later cars run out of fuel...how long before the followers run out...
