Do JW's now avoid "live" persons they meet in the field?

If I see them on todays stroll I will approach them. I did everything to invite them to talk to me except ask them verbally. I felt sad that I was placed in the goats pen without even saying a word. Yesterday at one point I saw a group of 4 women turn down a street ahead of me and I followed them down the street as well. They looked back a few times, but never tried to engage me. I followed them for about 3 blocks and then they split into two groups and continued the convention flyer program.
