This is a scary situation.
I agree with most everyone else here. Have your sister call the police. If it goes bad, not only will you have this on your conscience - but you could also be a legal party for knowing about it and doing nothing. (I could be wrong. I don't know the different laws in different countries/states)

the smart thing to do is to call the cops, but do not let them know that you called the cops for your protection.
Just to add, don't tell the cops who you are. I made that mistake once on the condition they would preserve my anonymity. As soon as they had the conviction the cop crossed the courtroom floor and told them who tipped them off.

It's been my expeience that most jw men who are prone to violence are too busy beating their wives to participate in a beat down of anyone else.

Peter, tell your sister she needs to hang out with apostates, not neo-Nazis. Apostates are good people. Neo-Nazis are not.

If she still wants him dealt to, she could call the cops. Yeah, I know, they are pretty ineffective, but that's better than getting locked up yourselves.

The sister is not a JW or ex-JW. Her neo-nazi friends are not JW's or ex-JW's. All of the ex-JW's commenting have told this person to go to the police to prevent a violent crime happening, and to tell his sister to stop hanging around with the kind of people who would take the law into their own hands and inflict violence.
So, who are the "you guys" that are hanging with neo-nazis and participating in beat downs that you are referring to? Is your need to make ex-JW's look bad so strong that if affects your ability to read and comprehend plain English?
According to what you said there are at least two crimes to be reported, a sexual assault (attempted rape) and attempted assault with deadly weapons. Call the police, anonymously if you must, before somebody gets killed over this.
