And adding to Blondies point about the Superior authorities, I believe Rutherford had characterized the previous view of them being secular governements as being a great error until God shed more light on the meaning of those verses.
Only later we find out that Russells view was correct all along so who gave Rutherford his "new light"?

You're right fractured. New Light should expand the meaning of a current teaching and make it clearer and clearer as to the purpose of Jehovah. Yet, that never really seems to develop.
Take the "generation" teaching for example. How many decades did the WTS explain what the "generation" was that would see the end of this system of things? And how simple was that explanation?
It was quite the simple theory. Jesus said that "this generation" would see the end. And the WT definition of that generation was "the generatoin of people alive in 1914". How much simpler can you get than that?
But as that generation died off, the light got dimmer and the simple answer no longer seemed viable. So they created a series of new explanations over the last several years to the point today where the simple definition of generations is a wacky over stretched explanation of "overlapping generations". The New Light hasn't cleared anything up. It hasn't expanded understanding. It has muddied things up.
In fact, this new light has gotten so dim, that many dubs who were blinded by the old light have been able to break their gaze away from the bulb and are starting to see that they were scammed. (Any old trekkies can reference the Star Trek episode where they go to the insane asylum prison planet where the 'docto'r has that light contraption that "calms" the prisoners. And as always Kirk saves the day)
The GB can say anything and it is eagerly accepted out of loyalty to Jehovah. Also jw have a short memory and often times never remember what the light was a few years ago. So this makes new light so much easier to accept.

It's a concept promoted by the vast majority of high control groups so that they can excuse changes in doctrines and rules, and whitewash their past.
If Superior Authorities were flashing on and off the the poor devils in Sodom & Gomorrah really had a dodgy contact, that went 'will be resurrected' 'won't be resurrected' many times.
