A big part of their problem is their terrible irrigation system, one of the worst in the world.
They take so much water out of the Indus river, that it has slowed down. Since it is slower, Himalayan silt that would be carried out to sea now settles at the bottom of the river.
The river is therefore shallower than it used to be. It cannot carry water away as quickly in the event of a flood. Hence, these floods are worse than they would otherwise be.
