Met Dan Evans when he was Governor of Washington, I've spoken briefly to a couple of our Senators (Slade Gorton, Scoop Jackson), plus a handful of mayors and state reps.
My Dad has met all sorts of people, Presidents Ford and Bush 41 among others. He was on a first name basis with Warren Magnuson when Maggie was a bigwig in the Senate.
No, the average American will never meet the President - and that is the President's loss. All of them are shielded from contact with the people they supposedly work for.

I don't think the average person cares much about meeting any politician. I mean, if if I saw someone famous nearby I'd probably mention it in passing to a friend later on, but I certainly wouldn't go out of my way to do so. In fact, it's probably more likely that people go out of their way to avoid being in the same place as someone like a former president, because it usually means a traffic jam or some other similar inconvenience.
