The question is not about the staircase, it is about the movement of the cat, and if we had a video, the case would be settled. The camera is pointing up, toward the light, the trees. But the cat seems to be startled, and backing up, before turning around and bolting.
It is not called backing UP for nothing. Up in every way, possibly. Up the down staircase (the movie, let us see it). It could have flung it's tail forward and up to start the the backward movement of the head, the important part. so use yours!
