In states where smoking bans are enacted, should hookah bars be exempt?
They were just starting to be popular again in some college areas when a state ban on smoking hit. Hookah bars became illegal. Might as well have been opium dens the way they were forced out of business.

In my state, when the smoking ban was enacted years ago, some businesses went from public restaurants to 'private clubs' and escaped the ban. Some allow monkeys, I hear.
