Look up this address on google maps: 2799 Sunset Avenue, Madera CA. It's a prime example of a hall with no windows. If I remember correctly it and the adjoining convention hall was built in the early 80's.

Hasn't this been rehashed to death already.
Does it really matter how the Kingdom Halls look or how they are built.
What really matters is whats going on inside of them and whats been done to the people, arguably more important
wouldn't you think ?

If you see a big parking lot you're in the right spot. The convention hall is to the left and the hall is to the right of the parking lot. There is no other use for that parking lot, it's not a public lot.
Here's the satelite of the convention hall, hall and the lot at the same address:

Once again......
Cheaper to build and quicker constructively
Better security against vandalism
Better in regards to heating efficiency
Windows introduce lighting distractions for people sitting in the audience.
There are probably more KHs with no windows than there are ones with, particularly ones
that have been built in the last 20 or 30 years.

I drew the plans for the Kingdom Hall in Yukon, Oklahoma. I only put windows near the front door because that was what I thought everybody expected.
