The pirate bay is a torrent tracker. Bittorrent is an application and network protocol that enables sharing files over the internet. It's popular for distributing large files without needing central servers but it's used massively for pirating programs, music, movies, etc.
go to http://www.bittorrent.com and download the software then you can go to http://www.thepiratebay.org and search for Watchtower 2010 and you'll find it.

Pirate bay is a paying site. I had the 2009 WTCD, through a link that was posted here....but recently lost it on my computer and now the link here doesn't work.

Pokey, the pirate bay is not a pay site. I just checked my link and it goes to the correct site. You don't pay anything.
