That's odd, this Watchtower contradicts the image found on the Faith in Action DVD.

Scrolls would have been considered on the delicate side, not knocked around in and out of leather type shoulder bags (as was depicted in their DVD released last summer in a cartoonish picture.) They would not have just been handed out in a formalistic manner in door to door work.
They admit in their quote above that just one book (Isaiah) was 24 feet long.
I expect the WTS got a lot of flak about their 'cartoon' in the DVD and the reason for their comment, though not admitting to anything, of sort here.
I will be watching on any updated DVDs of that release will show the 'cartoon' gone. (A new-light revelation).
